You need to unlock the Basics of Piracy skill from the Piracy skill tree.

In the time players bodies lay on the ground when they logged off we used it to tie our friends up. You needed to access to the inventory you wanted to tie. Then you need to drop the handcuffs on the hand-slot. When the other player are logged in again he was bound and can't access his own inventory nor other inventories.
I think today you need to Knocked Out the person you want to tie up.
Handcuffs can be put on while you are logged off.
